Elbulok joined the Office of Institutional Effectiveness and Analytics as Institutional Research Manager in 2017 and was promoted to the role of Director of Institutional Research and Data Analysis in 2021.

In his current role as Acting AVP, Elbulok will direct operations for the analysis and reporting of data in a number of areas, as well as provide leadership related to BMCC’s compliance with mandatory federal, state, city and CUNY reports and serve as the College’s Accreditation Liaison Officer (ALO) for the Middle States Commission on Higher Education (MSCHE).

“Dr. Elbulok’s statistical and analytical skills are a proven asset to the College,” said BMCC President Anthony E. Munroe.

Elbulok explains that the data his office collects and analyzes—related to enrollment, graduation and transfer rates, student ethnicity, gender and other areas—gives insight into which programs are most effective and which groups of students might benefit from more support.

“It gives us a sense of where we need to focus, in order to forward our mission of equity and building student success,” he says. “The Office of Institutional Effectiveness and Analytics also provides insight for the College’s strategic planning—an essential part of our ongoing accreditation process—and we are available to help guide the design and implementation of campus research projects.”

In addition to his role at BMCC, Elbulok is an adjunct assistant professor in the Statistics Department at Columbia University. Prior to his tenure at BMCC, he served as an Enrollment Management Research Specialist at Baruch College, CUNY, and as both an Enrollment Services Center Supervisor and Research Assistant at Brooklyn College, CUNY. In total, Elbulok has worked at CUNY 16 years, and grew up for the most part, in Crown Heights, Brooklyn.

In 2021, Dr. Elbulok was awarded a Ph.D. in Measurement and Evaluation from Teachers College, Columbia University. He earned a Master of Arts degree in Experimental Psychology and a Bachelor of Science degree in Business Management and Finance from Brooklyn College.
