BMCC Welcomes Thomas D. Cisar as Director of Procurement

Borough of Manhattan Community College (BMCC/CUNY) welcomes Thomas D. Cisar as Director of Procurement.

A seasoned procurement professional, Cisar comes to BMCC from the MTA Long Island Rail Road, where he served as Manager of East Side Access Procurements, in the Procurement and Logistics Department. In that capacity, he managed the procurement process for the East Side Access Project—one of the largest transportation infrastructure projects in the United States today, and which will extend the LIRR into Grand Central Station.

Before that position, Cisar served as Procurement Manager in the Capital Construction #7 Subway Line Extension Project, in the MTA NYC Transit’s Material Department. He also worked as a Procurement Manager in the Finance Department at the Queens Library, and as a Contract Manager in the Procurement and Materials Department at the MTA Bridges and Tunnels. He served as a Capital Budget Manager at the New York City Department of Sanitation, and as a Senior Budget Analyst at the New York City Housing Authority.

Cisar earned a Bachelor of Business Administration (BBA) in Finance at Pace University. He is a New York State licensed Real Estate Broker, and holds a certificate in Commercial Real Estate from New York University.

At BMCC, Cisar will report to Elena Samuels, Assistant Vice President for Finance. He will oversee procurement of goods and services and represent BMCC on purchasing and contract matters as well as supervise purchasing staff to ensure that all activities follow the appropriate guidelines and regulations.

“I look forward to streamlining the purchasing and contracting process at BMCC, so that members of the college community can obtain the materials and services they need in a timely manner,” says Cisar. “I also look forward to applying what I’ve learned as a procurement manager in public transportation, to the area of higher education.”
