Eligible Entity Type – BMCC is a public, two-year institution of higher education (IHE). Through our fiscal agent RFCUNY, we are also eligible as a 501(c)(3) public nonprofit entity.

Fiscal Agent – The Research Foundation of the City University of New York (RFCUNY) is our fiscal agent. All proposals are submitted as: “RFCUNY on behalf of Borough of Manhattan Community College.”

Fringe Benefits – RFCUNY posts current fringe rates.

Indirect Rates – BMCC has a negotiated indirect cost rate agreement with the U.S. Department of Health and Human Services (HHS), which sets our rate at 71%. Rates are calculated on a base of direct salaries and wages including all fringe benefits. This agreement is dated 7/1/2019 to 6/30/2023 and is in effect until amended.

Reassigned Time – Faculty reassigned time is calculated at $2,000 per credit. For example, if faculty requests 3 credits in reassigned time, this should be included in the budget as $6,000. Similarly, 6 credits should be included in the budget at $12,000. All reassigned time must be approved by a department chair. It is advisable that reassigned time match course requirements, that is, that a full 3 credit or 6 credits be taken, not 1 credit or 2 credits.

Provide at least a week’s notice, and preferably more, for OSP to draft a letter of support. Please provide the following with your request:

  • Indicate to whom the letter should be addressed
  • Indicate who at BMCC should sign the letter
  • Provide a 1–3-line summary of the proposal
  • Indicate anything that should be said or committed to
  • State by-when this is needed.
