DUTIES:

The Finance Director for Procurement at Borough of Manhattan Community College reports to the Assistant Vice President for Finance. In addition to the CUNY Title Overview, the Procurement Director’s duties include but are not limited to the following responsibilities:

Directs the College's purchasing and contracting operations including all legal compliance.

Manage and supervise office staff and ensure that all activities related to the procurement of goods and services are performed in accordance with the applicable guidelines and regulations.

Evaluate current purchasing procedures of the office and recommend and implement process improvements.

Develop formal requests for proposals, competitive bidding, and other procurement documents.

Advocate for the use of MWBE vendors in accordance with CUNY requirements.

Organize training and technical assistance to faculty, staff and administrators as it relates to the use of procurement system and applicable regulations and procedures.

In collaboration with other department directors, evaluate and identify opportunities to streamline workflow and improve efficiency in the procurement process.

Manage Board Resolutions Board Resolution process for contracts and purchases in excess of mandated amounts.

Advertise in City Record and NYS Contract Reporter for purchases and contracts.

Interact with CUNY Legal as well as City Counsel for approval of contracts.

Release of IFB/RFQ/RFP and conduct vendor site-visits, issue addendums and publicly open bids.

Advise internal customers with regards to current technology equipment products available under OGS, GSA, NYC and CUNY contracts.

Provide reports to the executive administration on department operations as required.

Oversee the year-end process in CUNYFirst procurement system.

Perform other duties as assigned.

CUNY TITLE OVERVIEW:

Directs a College's purchasing and contracting operations including staff supervision and legal compliance.

Oversees the procurement of all goods and services necessary for a College's operations within the parameters of CUNY and NYC procurement regulations.

Represents the College on purchasing and contract matters, providing expertise and guidance during the bidding, selection, negotiation and contract processes.

Manages and supervises the purchasing office staff to assure all activities related to goods and services are performed in accordance with the applicable guidelines and regulations.

Manages the Board Resolution process for contracts and purchases in excess of mandated amounts.

Liaisons with College, University and governmental representatives.

Provides reports to the executive administration on department operations as required.

Performs related duties as assigned.

QUALIFICATIONS:

Bachelor's Degree and eight years' related experience required.

Preferred Qualifications:

Bachelor’s degree in Business, Economics, Accounting, Finance or closely related field.

Experience in conducting procurement in a Higher Education setting.

Eight (8) years of supervisory experience in Purchasing Operations.

Demonstrated in depth knowledge of NYC procurement process and finance law, as well as available city, state and federal procurement mechanisms are highly desired.

Certified Public Procurement Officer (CPPO) or Certified Public Professional Buyer (CPPB) certification is a big plus.

Knowledge of Enterprise Resource Planning Systems (ERPs), preferably CUNY’s PeopleSoft ERP (CUNYFirst), NYC Financial Management System (FMS) is highly desirable.

Proficiency with Microsoft Word, Excel and PowerPoint.

Strong organizational, interpersonal and communication (verbal and written) skills.

SALARY:

Salary commensurate with education and experience.
