When faculty and staff members consider applying to external funding sources they should complete a pre-proposal form and submit it to the Office of Sponsored Programs. This brief form provides basic information about the proposal and the extent to which it will involve the college in any form of fiscal obligation, including funds, in-kind contributions or released time.
All proposals must be reviewed using the Intent to Submit Form, to assure that they conform to academic, financial, research conduct, personnel, hazardous materials/waste handling, and human subject health and guidelines imposed on and by CUNY. A brief summary of the proposal and budget, along with the Intent to Submit Form must be received by the Office of Sponsored Programs at least ten (10) working days before the funding deadline.
Once the form is completed, it must be it must be endorsed by the Chair/Department head and the appropriate Vice President. This procedure applies universally, to every proposal seeking external funding. This approval is in not intended to discourage the grant process, but rather to keep officials informed as to the intent and to plan for the receipt of funding.
In most instances, the Intent to Submit Form is returned within one week of receipt.
Once you have completed the proposal, the budget must be reviewed by the Office of Sponsored Programs which is the central administrative office responsible for submitting proposals and accepting awards on behalf of BMCC. Because proposals are submitted, and awards are granted to the college and not individual PIs, administrative staff and faculty are not authorized to submit proposals, accept grants, or execute contracts on behalf of the college.
For most grants, BMCC, not the grant writer, is the fiscal agent, therefore durable equipment purchased under the grant becomes the property of the university, unless specified by the agency's guidelines.
Often sponsors will ask for specific information about the college and its student body. Please remember that all grants made to the college must be administered through the CUNY Research Foundation and not BMCC. When submitting your grants, you may need to provide specific information about the Research Foundation and the college. |Fringe Benefit Rates||The fringe benefit rate for the Principal Investigator's summer salary is 26.0%. The current fringe benefit rate for released time is 51.0%. The fringe benefit rate for Research Assistants working 19 hours or less is 9.0%. For Research Assistants working over 19 hours per week, the rate is 37.5%. Effective 01/01/2017.
